Training Standards and Energy Infrastructure

The protection of energy infrastructure is critical to national, regional and global security. A key part of this security assurance is the articulation and adoption of standards in the training of those tasked with guarding energy infrastructure. Canpro Training Resources addressed this, and other related standards issues, in a presentation at the Global Energy Infrastructure Security Conference, held this month in Abu Dhabi, United Arab Emirates.
Organized by IQPC Worldwide, conference participants came from across the Middle East, India, Pakistan, the Baltic Region, SE Asia, Africa, Germany, Russia, France, the United States, and the United Kingdom.
As the only Canadian firm speaking at this international conference, Canpro spoke about:
- The purpose of standards
- The role of regulatory authorities in standards
- Who's needs are met by standards, and how
- Standards that appropriately address client needs and the function of security
- Issues and challenges involving regulators, security providers, and end users
- How standardized training is delivered most effectively
- Approaches to assessment of knowledge and competency in standardized training
- Approaches to assessment of outcomes and impact of training from the perspective of the regulator, client/end user, and larger public (return on investment)
- What "certification" of training is, and is not
Conference participants included governments, global oil and gas producers, and security firms. The discussion of standards for security, and the training of security forces, raised more debate and discussion than any other portion of the three-day conference. Plans are already underway, at the federal government level, to adopt regulated standards for security personnel in the United Arab Emirates, Qatar, India, and Mexico.
Canpro has been invited by the conference organizers to speak at two more related energy infrastructure events in the region in 2007.
In partnership with Canpro Pacific Service, Canpro Training Resources is currently involved in the development of global security training standards for a private sector client operating in multiple continents.
